help! deciding between portgual and italy!

hi! getting married in November 2026 and looking to honeymoon the last week of Nov. We are currently looking at Portugal and Italy. We would like the first day or two to be at a hotel with a nice spa (thinking hydro-circuit, saunas, steam rooms) and then leaving that hotel to explore a city (or two) for the remainder of the trip. We love eating, wine, history and beautiful views. Where should we go?? Hoping to stick to a budget around $5,000 if possible.
