February 2022 honeymoon Puerto Rico vs US Virgin Islands vs ??

Hi everyone, we’re planning on a 4/5 night honeymoon between 5-15 February 2022. We live close to Detroit and want to honeymoon within US only due to travel restrictions. Our budget is flexible around 3-4K. We’re considering Puerto Rico. What are the best all inclusive resorts there? What are the activities to do there? Another possibility is US Virgin Islands. Is February a good time to go there? Can we find a good package in our budget? If there’s another warm-er US island please let us know. Thank you so much!
