Struggling to pick between cruise or all inclusive

Hey y’all, my fiance and I are having a very hard time picking a honeymoon plan. Originally, I really wanted to go to Europe (I have a work event coming in the next year or two that will take me there that I had been hoping to turn into our honeymoon). Since then, my fiancé’s fear of flying has gotten more intense after a bad flight experience going to a friend’s bachelor party in Florida. He says he doesn’t think he can make the flight from Texas to Europe (he is not afraid of take off or landing, just the time in the air). He thinks he can do at most 4 hours if I am with him to calm him down.

So I pivoted instead to looking at a 5 night stay at an all inclusive for February in Cancun (Atelier or Xcaret). With Costco travel with flights included we can do a more romantic swim up suite for $6500 at atelier or $5800 for a more basic room at xcaret. I’m looking to spend $7500 or less, of course less is better. We have never done an all inclusive and I just found out two of our friends in our bridal party are getting married next fall in Mexico, one at secrets moxche.

Because that would be three trips to Mexico resorts in 1 year, I’ve looked at other options for cruises. The cheapest and easiest would be $3000 for a 6 night Western Caribbean on Carnival out of Galveston which requires no flying and stops at costa maya, Roatan, and Cozumel. There is a princess cruise with the same February dates and itinerary, but he thinks the boat looks old. Other option would be to fly to Orlando, do one full day at Universal with a VIP tour and then the next day go on a 5 night Royal Caribbean boat with stops at cococay and Cozumel. This would be all in $7000 with some generous wiggle room with a premiere universal hotel and a suite on the cruise. We could do it probably for $5800 with some downgrades. We have been on one 4 night cruise before about 6 years ago and it only went to Cozumel. We have been to universal twice before and we love it there.

Confused if we should pick something more romantic and new to us (all inclusive), easy and relaxing (Galveston cruise), or semi familiar, fun, but the most expensive (Orlando cruise). I would love to snorkel, see a sloth, and zipline if possible. We like a balance of adventure and relaxing. We are 26 and 28. I really want my fiancé to fall in love with traveling more and to get more comfortable with flying/figuring out a method that helps with his fears. I’m ok traveling the world on my own if that’s what it will be in the future, but it would make me more happy to experience it with him!

Please let me know what you would do in my situation, if you have any opinions on cruises vs an AI resort, and any advice on how to address a fear of flying in your partner!
